Join us on Tuesday, Feb. 18, 2025 for a panel of PennDOT district executives.

  • Christopher Kufro, P.E., district executive for District 5-0.
  • Richard Roman, P.E., district executive for District 4-0.

Registration for regional meetings is $90 per person for members and $130 for non-members. Walk-ins will be charged $100 at the door for members. Cancellations prior to the RSVP date will be fully refunded minus a 3% processing fee. The registration fee includes a buffet lunch.

Our Speakers:

Din Abazi, P.E.

Din is a graduate of Drexel University. He has been with the department for 19 years, joining in 2005 as a civil engineer trainee. His background is in bridge design, inspection, construction and maintenance. Presently, he serves as the district executive for District 6-0. Din has held various roles throughout his career at the department including district bridge engineer, principal assistant construction engineer in Philadelphia County and senior assistant district executive for maintenance. He is a licensed professional engineer and certified bridge safety inspector.

Christopher J. Kufro, P.E.

Christopher Kufro is a 1995 graduate of Drexel University and a registered professional engineer in Pennsylvania. He’s been with PennDOT for 29 years and has held many positions in District 5-0, including district executive, assistant district executive for design, district bridge engineer, and district geotechnical engineer.

In December of 2021, he was promoted to the position of district executive for District 8-0 and led a team of 1,100 employees which covers the Harrisburg region including eight-counties in south central Pennsylvania. In April of 2023, he returned to district 5-0 to assume the role as district executive. He directs a team of 775 PennDOT employees and responsible for maintenance, construction, and delivery of transportation improvement projects in Berks, Carbon, Lehigh, Monroe, Northampton, and Schuylkill counties.

He is a member and chair of the Pennsylvania Interstate Steering Committee, chair of the Reading Area MPO Coordinating Committee, vice chair of the LVTS MPO Coordinating Committee and is a voting member in the NEPA MPO.

Richard N. Roman, P.E.

Rich has served as the district executive for PennDOT’s Engineering District 4-0 since January 2019. As district executive, Rich has oversight of a six-county area in northeast Pennsylvania and is involved in the design, construction, maintenance and operations of 4,000 miles of roads and 2,100 bridges, with an annual budget of over $400 million.   

Prior to coming to District 4-0, Rich was the director of the Bureau of Maintenance and Operations for five years.    

Before joining the bureau, he worked in engineering District 8-0 (Harrisburg) for 16 years. He served a assistant district executive for maintenance, design services engineer; and in several other engineering capacities starting in 1998.

Rich is a graduate of Penn State University, obtaining a Bachelor of Science degree in Civil Engineering and a minor in Environmental Engineering; along with a Master of Public Administration degree.
